TUPPER LAKE- Dr. Richard Louis Francis, 91, of Tupper Lake passed away, Saturday October 1, 2011 at the Adirondack Medical Center in Saranac Lake. Born October 10, 1919 in Millerton, NY, he was the son of Champ Carter and Irene (Harris) Francis. On September 14, 1943 he married the former DeWreathe Green in Elkton, MD. She pre-deceased him on September 10, 1988. Dr. Francis was a veteran of the Korean war serving as a Captain with the Army Medical Corps. Being stationed in Frankfurt Germany, he participated in "Operation Big Switch" the Korean Prisoner Exchange.
Dr. Francis graduated from Howard University Medical School in 1944 and completed studies in Psychiatry from Columbia University. He went on to complete his internship in 1945 at Sydenham Hospital in New York, NY and from 1947-1949 his residency in psychiatry at Tuskegee VA Hospital in Alabama. In 1955 he took a position as a staff psychiatrist at Harlem Valley Psychiatric Center in Wingdale, NY, Dutchess County. He left that position in 1968 in the capacity of assistant director to move to Tupper Lake. In 1968 Gov. Nelson Rockefeller appointed Dr. Francis as the first African American Director of a New York State facility for the developmentally disabled and became director at Sunmount DDSO. He later went on to become Chief of Medical Services retiring in 1988. After his retirement, he continued his profession helping Adirondack Medical Center open the Colby Center in Saranac Lake and worked as a temporary staff consultant at the St. Lawrence Psychiatric Center in Ogdensburg. Dr. Francis was a member of the VFW Post 3120, the Tupper Lake Rotary, the A.M.A., A.P.A. and the N.M. A. Dr. Francis is survived by two daughters; DeWreathe and Irene Francis of Tupper Lake, one granddaughter NKechinyere Sloan and three great-grandchildren, Jamison, Thompson and Emerson. He was preceded in death by his wife and one sister Edna Mae Duncan in 1976. Calling hours will be held on Wednesday, October 5 from 4 to 7 pm at St. Thomas Episcopal church in Tupper Lake. A funeral mass is scheduled for Thursday at 2pm at the church. Burial will follow in Lakeview cemetery with full military honors.
